Have you tried using games to review for exams?
I've been using this same Jeopardy template for over ten years, since I got it from my mentor teacher during my first practicum. I don't know where he found it, but I send out a huge thank you to whoever made it. Someone put a lot of thought into this, there are a zillion hyperlinks, timings, sound effects, final Jeopardy and even a daily double feature! Once you have a game template it's easy to edit the categories & questions to match your current subject - I've used this one for everything from science 7 to math 9 to biology 11. I like how you can easily incorporate diagrams, graphs or manipulatives into the "answers". The 6 categories, 5 questions each, take about 60 minutes to play which works great in my 75 minute classes.
When I first started playing Jeopardy in class it was not a useful review tool. My mistake was playing the same way as the game show, with each student buzzing in as individuals. Usually 1 to 3 students ended up buzzing in with the "questions" and, if keeping score, there was no way others in the class could catch them. Most students couldn't keep up with the fast game play of those top students so the majority of the class disengaged. Definitely not the intent of a review game!
Now, I only play Jeopardy in GROUPS to engage more students and encourage everyone to participate. Here's how we play in my class.

And there you have it, Jeopardy in Groups! Requiring all groups to answer each question keeps students focused on the task. Being part of a group also means individual students are not singled out when a wrong answer is given. The group discussion also helps students review concepts for the exam with each other.
Side note, the trickiest part of writing this blog post was using "answer" and "question" how they relate to playing Jeopardy! I think I put them all in the right places....
